Abstract

As a final landfill in Samosir, a slight of mismanagement on Samosir Landfill (TPAS) can potentially disrupt the living environment and livelihood of the people around it. Regarding on this issue, the writer emphasized this research with two questions. First, how is Samosir landfill being managed as the final landfill in? Second, what are the problems on that landfill management? this research are elaborated using empirical legal method with the data that was collected from interviews and literature study. The writer concluded that Samosir Landfill under the Bureau of Waste Management in Samosir, has not been fulfill the legal compillance to the law. The management of Samosir Landfill waste as environmental pollution prevention effort has not properly been conducted due to some obstacles. Some obstacles hindered the wastemanagement processed in Samosir Landfill, such as the absence of laws and regulations that specifically regulate the management of the Samosir landfill, budget constraints, and operational transport maintenance
