Abstract
Topic of this legal thesis is about land usage of Brantas river border to become a settlement in Bulukerto Village, Batu City, East Java Province, and its suitability with Batu City’s local regulation no. 7 year 2011 about Spatial Planning & Territory (RTRW Kota Batu). This legal thesis used empirical method with primary and secondary data such as primary and secondary legal materials. The datas were collected using interview and questionnaire with respondents and sourceperson. The datas were analyzed using qualitative analysis method. The results showed that the land usage of Brantas river border to become a settlement in Bulukerto Village, Batu City, East Java Province is not corresponding with the city’s Spatial Planning & Territory (RTRW) because of the city’s government being not responsive enough and the people living in the village is lacking in knowledge and don’t really care about the importance of river border.
