Abstract

This research is entitled Mechanisms and Factors for Submission of Raperda Outside Propemperda in the Context of Handling Covid-19 Positive Numbers in Sragen Regency. The background of this research is that the people of Sragen Regency feel bored with the situation which requires them to stay at home for 2 years and think that the situation has improved so they carry out activities that lead to large crowds gathering without asking the government's permission and following the government's recommendations. So that caused many people who were affected by Covid-19 and the local government of Sragen Regency adopted a policy of making regional regulations with the aim of implementing discipline and law enforcement. The purpose of this study is to find out what triggers the submission of Raperda outside Propemperda and how the Mechanism of Submission of Raperda outside Propemperda in Sragen Regency. The expected benefit of this research is the development of legal knowledge, especially in the field of State and Government Law related to Regulations and/or Policies issued by the Regional Government of Sragen Regency. The research method used is the normative method, namely laws and regulations as primary legal material and books, expert opinions, and sources as secondary legal material. The results of this study are that the main factor causing the Submission of Raperda Outside Propemperda in Sragen Regency is the increasing positive number of Covid-19 in Sragen Regency which very quickly causes hospitals to be over capacity and the Regent's Circular Letter which was originally able to urge the community not to be able to discipline the community because there is no strict sanctions govern it. So, seeing this situation, the Regent of Sragen took action to suppress the growth rate of Covid-19 by submitting a proposal to add a draft regional regulation outside the Propemperda of Sragen Regency to the leadership of the DPRD.
