Abstract

The principle of harmony and balance means that the utilization of the environment must pay attention to various aspects such as economic, social, cultural interests, and the protection and preservation of ecosystems. This research was conducted with the aim of knowing the embodiment of the principle of harmony and balance in the Regional Regulation of the Special Province of Yogyakarta No. 5 of 2012 concerning Groundwater Management. This research is an normative legal research. Normative legal research is legal research that focuses on the rule of law. The results of the study are the embodiment of the principle of harmony and balance in the Regional Regulation of the Special Region of Yogyakarta Province No. 5 of 2012 concerning Groundwater Management which can be seen starting from the aspect of economic interest, the regulation applies progressive groundwater tariffs, to the social aspect which the regulation emphasizes the word "involving the community", then on the cultural aspect that the implementation of groundwater information systems does not forget the community's culture related to groundwater, on the protection aspect it can be seen by the formation of groundwater protected areas, and on the ecosystem preservation aspect the formation of groundwater conservation. Therefore, it is suggested to balance with the actual implementation of each of these aspects, so that the embodiment of the principle is not only limited to rules, and the objectives of the principle of harmony and balance can be achieved for the continuity of real life.
