Abstract

Shopee Sellers often misuse Information and Communication Technology to earn quick profits fraudulently, such as by offering fake discounts—price reductions given on goods and services after a price increase to encourage impulsive buying—in a marketplace called Shopee Mall, which is illegal to do according to the Consumer Protection Law. Therefore, this thesis aims to determine the responsibility Shopee Sellers have to give toward the victims of fake discounts and the government's role in overcoming the practice of fake discounts in Shopee Mall through conducting normative legal research to discuss legal protection for consumers by studying regulations related to the topic of discussion. As a result, this research found that Shopee Sellers who offer fake discounts must take responsibility for it by providing compensation, refunding purchases, et cetera, and the government has to educate consumers and resolve consumer disputes to overcome the practice of fake discounts in Shopee Mall. Accordingly, to hold Shopee Sellers responsible, victims of fake discounts may seek government assistance. However, some stipulations can make the government's role less effective. In this case, the author advises the government to reformulate regulations related to consumer protection.
