Abstract

The proliferation of wars occurring in various regions of countries worldwide has resulted in a substantial number of citizens experiencing continuous fear, subsequently compelling them to reluctantly abandon their home country in search of refuge in foreign territories. This phenomenon has, in turn, triggered a universal refugee crisis. Despite Indonesia not having declared its commitment to the 1951 Geneva Convention and the 1967 New York Protocol relating to the Status of Refugees, Indonesia, on humanitarian grounds, continues to receive and handle refugees effectively. One tangible proof of Indonesia’s proficient refugee management is the enactment of Presidential Regulation Number 125 of 2016 concerning the Handling of Foreign Refugees. This study subsequently examines and elucidates the role of UNHCR in providing protection for the rights of refugees in Indonesia in connection with Presidential Regulation Number 125 of 2016. The research methodology employed is normative research conducted by examining literary materials or secondary data. Conclusions drawn from the analyzed data utilize a deductive method, affirming that both UNHCR and the Indonesian Government have endeavored to protect the rights of refugees in Indonesia in accordance with the Presidential Regulation Number 125 of 2016. They have strived to provide adequate temporary housing facilities to the best of their ability. However, challenges persist in affording protection to the rights of refugees in Indonesia, particularly concerning limitations in human resources and funding.
