Abstract

Handling of foreign refugees in Indonesia is regulated by Presidential Regulation Number 125 of 2016. This research examines the implementation of this regulation, especially in the context of funding for refugees. The main focus of this research is to analyze how these regulatory provisions are reflected in the allocation of funds, management and distribution of financial resources to meet the needs of refugees. The research method used is normative research, namely research carried out by examining library materials or secondary data by paying attention to the implementation of regulations in practice, additional literature related to foreign refugees in Indonesia and supported by interviews with people who are directly involved in the implementation of handling foreign refugees. in Indonesia. Although the regulations establish a comprehensive framework, there are gaps in funding allocation that reflect budget constraints. The results of this research can be concluded that with the increasing number of foreign refugees every year in Indonesia and the limited APBN are the main obstacles in meeting the needs of refugees. Therefore, the author provides a solution regarding this matter for the Indonesian government so that it can increase its effectiveness in accordance with the provisions of Presidential Regulation Number 125 of 2016.
