Abstract

Social problems that are often faced in various big cities in Indonesia, including Sleman Regency are the existence of vagrants and beggars. One of the factors causing the high number of vagrants and beggars is the attitude of people who still often make donations, both in the form of goods and money to them. This study aims to determine the effectiveness of enforcement of criminal sanctions for donors to vagrants and beggars in Sleman Regency. The type of research used in this study is empirical legal research. The main data in this study was obtained directly by researchers from the parties concerned, namely Satpol PP and Social Services through interviews and observations. Meanwhile, supporting data were obtained from primary and secondary legal materials. The primary legal material in this study is in the form of laws and regulations, namely DIY Regional Regulation Number 1 of 2014 concerning the Handling of Vagrants and Beggars. The enforcement of criminal sanctions for donations to vagrants and beggars in Sleman Regency as stated in DIY Regional Regulation Number 1 of 2014 can be said to have not been effective in its implementation. This can be proven by measuring the effectiveness of local regulations using 6 (six) indicators based on the theory of Richard M. Steers. This measurement is also reinforced by statements from respondents who admit that the enforcement of these sanctions is still not effective in its implementation in the field.
