Abstract

The special status held by the Special Region of Yogyakarta was not obtained in an instant way. The establishment of the special status has a long process and history to make Yogyakarta a special region. Legal instruments are needed in the form of laws based on socio-historical aspects to maintain the existence of the privileges of the Special Region of Yogyakarta. The purpose of this legal research / thesis is to find out how the process of forming Law Number 13/2012 concerning the Privileges of the Special Region of Yogyakarta is reviewed based on socio-historical aspects which certainly has its own peculiarities. The method used in this legal research is normative juridical research. This legal writing is expected to be a literature review on how the formation of laws that use socio-historical aspects and become a means of educating the public about the journey of the privileges of the Special Region of Yogyakarta. As a result of this legal research, the author found many obstacles that made the formulation of the Yogyakarta Special Region Privileges Bill take a very long time. The author also found that it has been eleven years since Law No. 13/2012 on the Privileges of the Special Region of Yogyakarta was passed, but in reality the law has not been enough to prosper the community in accordance with the objectives of the Privileges Law.
