Abstract

The unstable and conflict-ridden condition of Syria has caused the people to suffer persecution due to the actions of the Syrian government, which used military forces to suppress the people's resistance, so the people sought refuge in Lebanon. Lebanon is not a member of the Refugee Convention, but it still has to accept refugees who come to its country with respect for the principle of non-refoulement. This research then writes about the application of the principle of non-refoulement by Lebanon in handling Syrian refugees based on the 1951 Geneva Convention and the 1967 New York Protocol. This research uses a normative method that refers to literature studies and focuses on positive law, specifically international legal instruments and additional literature related to this research, as well as interviews with relevant people. The deductive method of analysis resulted in the conclusion that the principle of nonrefoulment of Syrian refugees and fulfillment of the rights of Syrian refugees were pursued by Lebanon. However, because of Lebanon's limitations as a country with an unstable economy, exacerbated by the COVID-19 pandemic, the Beirut explosion, and population density, the application of the principle of non-refoulement in Lebanon is not going well, and fulfillment of refugee rights is not running optimally.
