Abstract

Article 1 Paragraph 3 of the 1945 Constitution of the concept of the rule of law emphasizes that the existence and power of the state are subject to applicable law. This means that the actions and decisions of the government and its citizens must be based on applicable legal provisions. Public services based on Law No. 25 of 2009 concerning public services are activities or series of activities in the context of fulfilling service needs in accordance with statutory regulations for every citizen and resident for goods, services, and / or administrative services provided by public service providers. the implementation of public services in making E-KTP at the Population and Civil Registration Office of Yogyakarta City is in accordance with the principles of Good Governance. Based on the results of the review and the data obtained from the population and civil registration office of the city of Yogyakarta, the author can conclude that the population and civil registration office of the city of Yogyakarta has not been able to fulfill the elements of good governance because there are still obstacles such as lack of human resources, Referring to the previous discussion and conclusions, the author can provide suggestions, namely the need to increase human resources, the government also needs and really needs to receive feedback from all users of the population and civil registration office services.
