Abstract

This legal research aims to analyze the use of the Public Private Partnership (PPP) scheme in the Infrastructure Development of the Solo - Yogyakarta - NYIA Kulon Progo Toll Road and identify obstacles that arise in its implementation. The research method applied is normative legal research which focuses on analyzing positive law and administrative law instruments. This research is supported by literature study and interviews with relevant resource persons. The main obstacles identified in the use of PPP schemes are related to territorial aspects, especially in land acquisition and the return of state-owned goods that become PPP objects. Countermeasures are made through the granting of permits, such as fiber kekancingan or lease of own land. The results of this study provide deep insight into the obstacles that need to be overcome in the implementation of the PPP scheme in the Solo - Yogyakarta - NYIA Kulon Progo Toll Road infrastructure project. Therefore, the author provides suggestions regarding the analysis in this study.
