Abstract

The Complete Systematic Land Registration (PTSL) in Perteguhen Village, Karo Regency, was first conducted in 2022. However, out of the 200 certificates that were in the registration process, 30 certificates failed to be issued, resulting in approximately 25% of the land in Perteguhen Village remaining unregistered. This research aims to examine whether the registration of land ownership rights through the Complete Systematic Land Registration (PTSL) program in Perteguhen Village, Karo Regency, North Sumatra, complies with Government Regulation of ATR No. 6 of 2018. This research employs a qualitative method, utilizing data obtained from direct interviews with respondents participating in the PTSL program in Perteguhen Village and key informants such as the Village Head of Perteguhen and the Head of the Land Office and the PTSL Task Force of Karo Regency. The research indicates that the PTSL program implemented in Perteguhen Village, Karo Regency, has complied with Government Regulation of ATR No. 6 of 2018. The failure in issuing land certificates was due to documents not passing the verification stage and residents not registering their land because they had not yet carried out inheritance divisions and were concerned about the tax burden after the certificates were issued.
