Abstract

This thesis is titled “The Implementation of Property Rights Registration On Land Through Complete Systematic Land Registration (PTSL) in Order to Achieve Legal Certainty in Landak Regency, West Kalimantan.” This research focuses on the implementation of property rights registration through Complete Systematic Land Registration conducted in Landak Regency to achieve legal certainty. The purpose of this study is to understand how the implementation of property rights registration through Complete Systematic Land Registration (PTSL) works to achieve legal certainty in Landak Regency, West Kalimantan, and whether there are any issues during the implementation of the PTSL program. The type of research conducted is empirical legal research, which focuses on the legal phenomena occurring within society or the social facts present in the community environment. Furthermore, the research results are analyzed qualitatively descriptively to draw conclusions. In the research conducted, the author found that the total number of applicants for the PTSL program in Amboyo Inti Village, Ngabang District, Landak Regency in 2023 is 561 individuals. In 2023, the Land Office of Landak Regency targeted the implementation of PTSL to cover 1.000 plots of land in Amboyo Inti Village. Based on this data, 10% was taken through Random Sampling from the total number of applicants for the Complete Systematic Land Registration (PTSL) program in Amboyo Inti Village, Ngabang District, Landak Regency in 2023, amounting to 56 individuals, to serve as respondent samples in this study. Several obstacles were also identified in the implementation, including data overlap and a lack of public awareness. This program has been well received by the community, as they realize that land certificates will provide legal certainty over land ownership and increase land value. Thus, the author concludes that the success rate of the PTSL program in Landak Regency in 2023 is 100%, indicating that the program has been successfully implemented and has met its planned targets.
