The success of executing construction project on infrastructure projects within cost and schedule are of the most important obejctives, both for the owner and contractor. This research aims at examining cost overruns and delays on infrastructure projects, based on the owner and contractor perception. Questionnaires were distributed to the owners and contractors working at Bandung, Semarang and Yogyakarta. It was collected 70 respondents which consisted of 28 owners and 42 contractors. The results of research shown that cost overruns on infrastructure projects according to the owner perception are high rental cost of construction plant and equipment; the contractor perception is bad control of finance project. The prime aspect of delays based on the owner is lack of resources and contractor perception is delay of work by subcontractor.
