Abstract

the efforts of Indonesia Goverment to sustain and empower the outer island often the lost of sipadan and ligitan is the tittle of this thesis. it aim to uncover some of the background of the border conflict that took place between Indonesia and the neighboring countries as well as how to defend and empower the outer island and knowing the importance of the determination of the maritime borders of the republic of Indonesia through the maritime boundary should be clarified in addition it's also important to keep paying attention to the existence of these island is to be a decisive certainty of three types boundaries in the ocean that is the territorial limits, the limits of continental shelf and Exclusive Zone boundaries of Indonesia as well as increasing knowledge and awareness to support and even contributing to protecting the Island over an area that is at the outer Island point on the border with other countries. Legal efforts have been made by the Goverment of Indonesia in dealing with the outer island in Indonesia is since 2005 the island. It is the mandate of regulation No.112 of 2006 about standardization of national earth team. There are currently 13.466 island that has been done and is named ( all island and then the rest of the outer island will be reported in the year 2017 . Twelve of the island include Nusa Kambangan island, the island of Miangas, Marore, Dubi. Construction of small outlying island is an attempt to support the acceleration of the development and the economic development of Indonesia, giving opportunities for tourism economy as well as helping the Goverment in safeguarding the sovereignty and defence of the country.
