Abstract

In order to increase work passion of Civil Servant, the government give fairly and reasonable salary so it should be generate productivity and assure their well-being. Received salary of regional Civil Servant was in care of Regional Budget (APBD), which one of it derived from Regional Genuine Income (PAD). Regional Government is given authority to give additional income to civil servant (PNS) based on objectively consideration with considering regional financial capability and obtain agreement from Public Representative Official of Regional in accordance with legislation. This research aimed to find out influence of Regional Genuine Income (PAD) towards well-being of existing Civil Servant on Biak Numfor Regency and standardization comparison of civil servant payroll on Biak Numfor Regency with its Regional Genuine Income. This law research was normative research and used deductive-minded method. The result revealed that Regional Genuine Income have influence towards civil servant well-being of Biak Numfor Regency. It was indicated by existing additional incomes which are meal budget, benevolent fund, or occupational incentive and Papua subsidy towards Civil Servant of Biak Numfor Regency, even though given additional income amount was not much enough and it was not increase yet. Payroll standardization of Civil Servant was not proportionally with Regional Genuine Income (PAD) because whether it was increase or decrease, employee expenditure budget will always increasing annually. While received additional income of each employee remain low. In order to improve Regional Genuine Income, so Regional Government of Biak Numfor Regency be expected could looking for Regional Genuine Income sources continuously. By existing improvement of Regional Genuine Income, then Regional Government of Biak Numfor Regency would be more independent where beside them be able to give additional income, they also capable to pay salaries without depend on Central Government.
