Abstract

Indonesian environment is the gift of God Almighty. Everyone has the right to live physical and spiritual prosperity, as well as live and good health services. The statement set out in Article 28 H Paragraph (1) of the Constitution of the Republic of Indonesia in 1945. Development occurs in many sectors, and one of them is in the tourism sector. However, if a business actor will establish new hotels are required to have a permit, one of which is the environmental permit. The environmental permit is a permit AMDAL or UKL-UPL for the protection and management of the environment as a prerequisite obtain a business license. Based on the above background of writing, the formulation of the problem is how the UKL-UPL role in the control of environmental issues relating to the construction of hotels in the city of Yogyakarta and whether the problems encountered in the control of environmental issues relating to the construction of hotels in the city of Yogyakarta. This research is an empirical law research conducted research focuses on the behavior of the legal community. Based on the discussion, it can be concluded that the UKL-UPL has not been able to contribute in the control of environmental issues related to the construction of the hotel. This problem is caused by the normative people are not involved in the process of UKL-UPL and the high capital owned by investor.
