Abstract

Honorary worker category II became one of the staffing problem in some areas in Indonesia, even in Bantul. Since the enactment of Pemerintah Nomor 48 Tahun 2005 tentang Pengangkatan Tenaga Honorer Menjadi Pegawai Negeri Sipil, not all Honorary Worker Category II appointed as candidate for Civil Servants, whereas a lot of Honorary worker Category II have worked for so long in a government agency. There are opportunities for honorary worker Category II to be civil servants if they are eligible and passed the exam which held by executive of candidate civil servant as appropriate legislation applicable. This what makes the writer interested in studying the assignation of honorarium worker Category II to be candidates for Civil Servants in Bantul. The purpose of this study is to determine whether the process of assignation of Honorary worker category II in Bantul to be the candidate of civil servants in accordance with Pemerintah Nomor 48 Tahun 2005 tentang Pengangkatan Tenaga Honorer Menjadi Pegawai Negeri Sipil. In addition to knowing the obstacles that will be experienced and to know the government's efforts to overcome the constraints that will be experienced in the process of assignation of Honorary worker category II to be civil servant candidates according to Peraturan Pemerintah Nomor 48 Tahun 2005 tentang Pengangkatan Tenaga Honorer Menjadi Pegawai Negeri Sipil in Bantul. Implementation of Honorary worker assignation Category II in Bantul not fully in accordance with Pemerintah Nomor 48 Tahun 2005 tentang Pengangkatan Tenaga Honorer Menjadi Pegawai Negeri Sipil. The discrepancy indications contained in the inventory plan in stages administrative requirements and on stage graduation announcements found honorary worker Category II strongly indicated falsified data. This also become obstacles in the implementation of the assigment of Honorary Workers Category II in Bantul so that the validation and verification process has been delayed. In overcoming obstacles due to the second category of inaccurate data, the organizer of the assigment of Honorary Workers Category II hold a Public Test and re-verification of Workers Honorary Category II scheduled.
