Abstract
Employ persons with disabilities according with the type and degree of disability, education, and ability is an obligation that must be carried out by the state company consisting of state-owned enterprises and private companies including Cooperatives. Not only the state and private enterprise shall employ persons with disabilities, but the government agencies are also required to employ persons with disabilities. Based on background above, the formulation of the problem is whether the Law Number 5 of 2014 on Civil Administrative State has given the decent employment opportunities for persons with disabilities? The purpose of this study is to determine and analyze whether the Law Number 5 of 2014 on Civil Administrative State has provided decent employment opportunities for persons with disabilities. The author chose normative law method, as a source of research is focused on the law material norms of positive law in the form of legislation relating to the Judicial Review of the rights of persons with disabilities civil employee to become under provisions of the Law Number 5 of 2014 of the Civil Administrative State so that it takes the reasoning of normative legal aspects, which are characteristic of normative law. It is undeniable that there are people with disabilities who want to become civil employees. This is because people with disabilities also have the rights to get a decent job. Persons with disabilities have the opportunity to be able to serve the nation and the State. One example is to become a civil employee (PNS).
