Abstract

REGISTRATION OF PROPERTY RIGHTS TO LAND IN ORDER TO ACHIEVE THROUGH PRONA Orderly LAND ADMINISTRATION IN CENTRAL KALIMANTAN city of Palangkaraya. The use and utilization of land in order to guarantee the right of ownership. Strengthening the rights of people on one done through mass land certification program (PRONA). How is the implementation of the registration of property rights in land through the Agrarian National Operations Project in the city of Palangkaraya, and Is the registration of property rights to land through the National Agricultural Operations Project are already realizing the Order Administration Palangkaraya Land Office over the last two years. The method used in this research is juridical sociology with analytical descriptive specification, primary data collection is done by interviewing respondents and secondary data obtained from the legislation and literature. Based on the research results, that in the implementation of PRONA in the city of Palangkaraya are in accordance with the existing rules are appropriate regulation of Agrarian / Head of National Land Agency Number 3 of 1997 on Provisions Implementation Implementing Regulation of Government Number 24 of 1997 on Land Registration, however in practice remains found any obstacles to realize the orderly administration of land. Conclusions in the implementation of land certification through PRONA in Palangkaraya, namely that the implementation runs smoothly and has met the predetermined targets, this is because the factors among others, the extension of intensive undertaken by the Land Office and the desire of the community to mensertipikatkan land. Awareness of the law and the public interest in land certification in Palangkaraya showed that awareness of the law for the registration of land in Palangkaraya still low. Factors that contribute to the low awareness of the law is the socio-economic conditions of society itself. As a solution, mepenkanan care costs to be incurred by the public and the timing of the land penyertipikatan weak economic community should be in priority
