Abstract
Social rehabilitation is a process of recovery activities in an integrated manner, both physically, mentally and socially, so that former drug addicts can re-implement social function in social life. The writing process is created because the rampant drug abuse to the society, especially in Daerah Istimewa Yogyakarta. Basically, the abuse occurred because of a lack of education in the community related to narcotics, psychotropic and other addictive substances. This paper refers to Law No. 35 of 2009 on Narcotics Article 54 are addicts and victims of drug abuse are required to undergo rehabilitation and social rehabilitation. Regulation of the Minister of Social Number 26 Year 2012 regarding the standard of social rehabilitation of victims of abuse of narcotics, psychotropic and other addictive substances. The conclusion is the authority for social rehabilitation is divided for two reasoning :The central government is rehabilitating the former victims of drug abuse, while the Regional province and the district / municipality has the authority to conduct social rehabilitation not / does not include former victims of drug abuse, and the implementation of social rehabilitation does not refer to Regulation No. 26 in 2012 and there are still problems in implementation.
