Abstract

The study, entitled Systematic Land Registration Land Used Against Indigenous Rights in the district of Manggarai district Cibal After the enactment of Government Regulation No. 24 of 1997 on Land Registration. In order to attempt to achieve the realization of the Land Code program, the government issued a land registration program massively and systematically for the first time land registration. Basically, the land registration program in the land sector is a land rights registration yanag belongs to people who do not have proof of ownership rights to land, so expect all levels of society can enjoy the benefits and importance of land registration that can improve the lives of people. The purpose of this study is to investigate the implementation of systematic land registration through the program in the District Adjudication Cibal Manggarai regency, supporting factors and obstacles in the implementation of systematic land registration through the program in the District Adjudication Cibal Manggarai district. The method used in this research is qualitative research methods with empirical juridical approach that is not only in terms of the rules of law, but also with the fact that there in practice through the implementation of land registration program in the District Adjudication Cibal Manggarai district. The results showed that of implementation of land registration systematically against former land customary rights in the District Cibal Manggarai Regency when assessed using the theory of effectiveness is already well underway although there are still some obstacles but still able to overcome this can be seen from the level of public interest in participating in the running program systematic land registration, but it also systematic land registration is also a positive influence on the creation of orderly land, particularly against the rule of law and orderly administration of land, which is indicated by the number of parcels of land that has been able to be certified in the land registration proces
