Abstract

In this modern era, most people use social media for communicating. Basically, the advantages of using social media is for getting information and spreading information, especially in giving opinion to public. Human rights are closely related with obligation. People who accept their rights also have to do some obligations, for example taking care of public tranquility and orderliness. Thus, people have to appreciate other’s rights. Delivering an opinion to public through social media is a common phenomenon today. Nevertheless, people have to mind the negative effects of such an action because it dies not always come out with positive effects. The Hate Speech is a simple example of negative effects of delivering opinion through social media. It is an action that appears based on some factors towards a person or a group of people. Accordingly, the Hate Speech can cause conflict in society, both horizontally and vertically. National police chief of the Republic of Indonesian takes a preventive action overcome the hostility by publishing Circular Letter number SE/06/X/2015, which deals with handling the Hate Speech against. However, the implementation of this Circular Letter should not be contradictory with the concept of Human Rights on Civil and Political Rights in delivering opinion to public.
