Abstract

The financial services authority was formed with the goal of keeping the overall activities in the financial services sector was on a regular basis, fair, transparent and accountable as well as able to protect the interests of the community. The financial services authority had already formed but still contained illegal financial institutions mainly illegal investments that are free to operate in the community and cause harm to the community, such as that experienced by communities in Larantuka, who was a customer LKF Mitra Tiara and PT Indoglobal Samrey International. The issue that arises is whether the financial services authority is authorized to conduct surveillance against financial institutions that are not licensed and how the implementation of the financial services authority's discretion in providing education to the community. The problems answered by conducting empirical legal research. Data obtained from interviews with respondents, namely former customer LKF Mitra Tiara and PT Indoglobal Samrey International in Larantuka and the study of librarianship. Based on the analysis it can be concluded that the financial services authority is only authorized to conduct a preventive measure against the financial institutions that are not licensed by conducting education and socialization to society and the financial services authority has given the public education is conducted in the form of socializing and sharing knowledge but not right on target
