Abstract

Referring to Law Number 12 Year 1995 on Corrections, which governs the rights of inmates as defined in Article 14 paragraph (1) letter g, which is supported by Government Regulation No. 32 Year 1999 on Terms and Procedures for Citizens Rights Patronage Penitentiary Article 29 paragraph (1-5) and the Decree of the Minister of Justice of the Republic of Indonesia Number: M.01-PP.02.01 Year 1990 About the Development Support Fund prisoners and Intensive Work Prisoners Article 4-6, the study aimed to identify and obtain data about the implementation of coaching practice inmates and the constraints based on the Penitentiary prisoners system Wirogunan Yogyakarta prisoners associated with the fulfillment of the right to receive wages or a premium for work performed. Type of research done is to use a kind of normative legal research which laid the law as a building system of norms; the same as proposed by Soerjono Soekanto and Ronny Hanitijo Soemitro, and techniques of data collection is done by direct interview of the informant, in this case the officers and inmates Correctional Institution Wirogunan Yogyakarta. Data analysis is done qualitatively by adjusting the sequence data and organizes them into a pattern, category and description of the basic unit. The results of this study concluded that the inmates at the Correctional Institution Wirogunan Yogyakarta get wages for work performed. This is in conformity with applicable regulations. The constraints faced in terms of fulfillment of inmates for a wage or premium on work done in Yogyakarta which Wirogunan Penitentiary Obstacles in terms of process or implementation of development programs inmates with job training and skills for a wage or premium for work performed during the Correctional Institution Wirogunan Yogyakarta and Obstacles in terms of wages or contributions to the inmates who worked in a work unit Correctional Institution Wirogunan Yogyakarta.
