Abstract

Developing countries is the country which usually familiar as “the third countries” need development in almost all sectors to get standard of living equal to the country that has grown. The state of Indonesia is developed countries that are one of the characteristic is executing development in various sectors. Growth in Indonesia construction and infrastructure sector continue slowdown. This suggested that Many factors can cause delays on such projects, the reasons for project delays were incomplete drawings, material management problems, deficiencies in organisation. The one factor of this research is material management. The goal of materials management is to insure that construction materials are available at their point of use when needed. The materials management system attempts to insure that the right quality and quantity of materials are appropriately selected, purchased, delivered and handled on site in a timely manner and at a reasonable cost. PT. Pulau Biru Abadi is a company engaged in the service of the construction civilian and procurement. Many big project that had been completed by PT Pulau Biru Abadi. Among which are the development of government building and road construction. For any time in road construction of their project often have delay cause inventory of asphalt is empty. This case caused by they are not control the inventory of asphalt and the supply of asphal from supplier is late because the distance from Surabaya to Manokwari. If the project have delay so the company will pay the penalty around 5% from the project value. So the manager ordering to find solution of this problem. So the company will avoid from losses and will be minimized the cost. To find the solution the author used EOQ calculation to fin optimal cost and using Reorder Point (ROP) Analysis to known when to ordering.
