Abstract

The title of this thesis is “Penegakan Hukum Terhadap Pelanggaran Lalu Lintas Yang Tidak Menyalakan Lampu Utama di Siang Hari Berdasarkan Pasal 107 ayat (2) UU No 22 Tahun 2009 di kota Yogyakarta. Indonesia is one of the countries with large number of population. The increasing of population affects the density of population. This case affects the friction of human needs, sometimes ago motorcycle was a prestige thing but nowadays motorcycle become a primary need. As a city of education, Yogyakarta gets a lot of visitors whom become students there. This case are related to the increase of the amount of vehicle especially motorcycle in Yogyakarta which cause the violation of traffic rules especially article 107 paragraph (2) statute number 22 year 2009 about traffic and transportation. The aim of this research was to know the effort of the police in law enforcing of violation of article 107 paragraph (2) and to know the possible obstacle in law enforcement of the violation article 107 paragraph (2). The result of this research was there is no punishment for they who violate article 107 paragraph (2). The effort of the police were only maintaining socialization about this rule and for they who violate this rule only got oral warning. This case happened because article 107 paragraph (2) was considered as something taboo for the Indonesian especially people in Yogyakarta.
