Abstract
Demonstration is one way to express opinion in public. But demonstrations sometimes become uncontrolled and adverse to the society if the actions of anarchism such as vandalism, maltreatment, and the casualties. The writing of this law aims to determine the criminal responsibility againts the perpetrators of anarchistic demonstrations. The research method used in the writing of this law is normative law research method. This normative legal research requires secondary data consisting of legislation, books, internet, and interviews with resource persons. The conclusions of this research are in public opinion which among others are demonstration, parade, general meeting, and speeches in accordance with the provisions of Law Number 9 Year 1998 regarding Independence of Opinion in Public. In conducting the demonstration activities that must be performed first is to make a permit to the Police that will be the site of the demonstration activities. After the requirements are met, it can be held by the security of the local police force. Then if there is an anarchy in the activity of the demonstration, then the responsible is the coordinator and the perpetrator of the demonstration who commit acts of anarchism such.
