Abstract

Based on research and explanation, the writer conclude that consumer protection in telecommunication, especially in premium message cannot fully protect the consumer. The Regulation of Telecommunication And Information Ministry Number; 01/Per/M.Kominfo/01/2009 about the implementation of premium message service not clearly divide responsibility between provider and content provider and content provider. Goverment attention in consumer protection about telecommunication remain low. BRTI as an institution established by the government not work effectively. A lot of fraud in public that shown the BRTI failed in their duty.
