Abstract

Prevention of environmental pollution through waste management is carried out by reducing and handling waste. It is regulated in Article 12 paragraph (1) of Law Number 18/ 2008 concerning Waste Management. The purpose of this study was to “Determine Efforts To Prevent Environmental Pollution Through Waste Management On The Market Activity Kapuas Hulu Regency, West Kalimantan Province”. It aimed to discover the enforcement efforts of the government and regulate obstacles in environmental pollution due to market activities.This study was conducted in Sibau Hulu Village, Kapuas Hulu Regency, West Kalimantan Province. The researcher used empirical methods carried out with primary legal materials and secondary legal materials and then draw conclusions about the legal issues under study. The results of the study showed that the prevention of environmental pollution through market waste management has not been optimally implemented due to several obstacles. The obstacles were the Department of Environment of Public Housing and Settlement Area according to the Regional Regulation of Kapuas Hulu Regency Number 4/2011 concerning Retribution on Waste / Hygiene Services. As for the obstacles regarding the waste problem in the market activities of the Government, the lack of certainty in the regulations affected the people who disposed of the garbage as inappropriate did not deter, even though the regulations were to be obeyed. And other obstacles were facilities and infrastructure for final waste disposal sites (TPSA).
