Abstract

Dolphins are one of the most endangered animals in Indonesia. This is written in P.106/SETJEN/KUM.1/12/2018 about the Second Amandment to the Regulations of the Minister of Environtment and Forestry. However, the hunt of dolphins are left unsolved and put them at high risk to become extinct. As dangerous as the impact of dolphins hunting, circus shows that include dolphins also exploit their existence. This research entitled Lawbreaker’s Responsibility to the Exploitation of Dolphins as the Endangered Animals. In this research, the researcher analyzed the data using normative method which compare the valid regulation to the fact or reality. Law in Indonesia regulates convictions to controllers who contravene the fundamental elements of animal welfare. This research is hoped to emphasize the reader’s knowledge and increase the government’s awareness of the animal welfare, especially dolphins Keywords : dolphins, endangered animal, animal exploitation
