Abstract

Advocate is one of the law enforcers who has a role to uphold the law, which is was wrote in this thesis, the author discusses the role of advocates to protect the rights of his clients who commit narcotics abuse. The one of Client's rights that deserve to be fight for in this case is about rehabilitation rights, where all perpetrators doesn’t know about it. Hence the role of an advocate is needed to fight for rehabilitation rights for narcotics abusers. The author uses normative research methods which is conducting an assessment of the law plus conducting interviews with informants as a complementary. From the study, the authors concluded that there is a role of advocates as attorneys from their clients who have the role as applicants who apply for rehabilitation and coordinate with law enforcers on case inspections, so that rehabilitation of narcotics abusers can run as guaranteed by Act. No. 35 of 2009. When advocates seeking rehabilitation rights have problems due to differences concepts between advocates and law enforcers who examine cases regarding the right to rehabilitate narcotics abusers, which causes coordination doesn’t run smoothly or become obstructed. In addition, facilities for rehabilitation that are still insufficient for narcotics abusers are also an obstacle for advocates.
