Abstract

The title of this legal writing is the law enforcement by civil service police against the number 1 Special Regional Regulation of Yogyakarta in 2014 Concerning Handling Bummer and Beggars. Article 22 of Special Region Regional Regulation of Yogyakarta Number 1 of 2014 concerning Handling Bummer and Beggars regulates the prohibition of giving money to bummer and beggars but in reality still found of lot people give money to bummer and bagger, even though the rules regarding that matter already exist. The formulations of the problem is why the civil service police haven’t enforced the special regional regulation of Yogyakarta number 1 in 2014 Concerning Handling Bummer and Beggers, and what are the obstacles in law enforcement by civil service police to number 1 special regional regulation of Yogyakarta in 2014 of concerning handling bummer and beggars. This legal writing used normative method, and focused on the rule of law and the regulation. The conclusion of this legal writing is that law enforcement by civil service police against can’t work effectively because implementation is difficult to do, if someone is tried because of a chartiable act it will create excitement in the community.
