Abstract

Abstract The title of the legal paper is “Impact Closure Content and or user access rights provide legal protection for film creator.” The problem started when effort from the government to protect film which be a part of copyright. The problem is authority from the government that is ministry of law and human rights. Authority which needed is authority from both of ministry that is ministry of law and human, also ministry of communication and information. The legal research methods based on normative research by reviewing related theories as well as the prevailing norms. Primary data, secondary and tertiary data are used in this legal writing. The data collecting by through interviews and analyzed qualitatively, then written in descriptive analysis. Based on literatures and interview, the researcher found the fact that the status common rules just a implementing rules from regulation about copyright. Verdict on closure sites that infringe copyright can’t be a basic for closing another sites with same content. Keywords : Creator Film, Copyright, Common Rules.
