Abstract

Protected forest is part of protected area which means protected forest must be protected by anyone, either the government or the community, but now the protected forest is decreasing due to several causes, one of which is due to irresponsible human actions. The formulation of the problem in this study is how the legal protection of the protected forest area of Sei Ulu Lajai which is used as a plot ready to be built by PT. Prima Makmur Batam in Batam City and what efforts have been made by the Batam City Government to protect the Sei Ulu Lajai protected forest area in Batam City. This research is empirical legal research, data obtained through literature studies and interviews with informants and respondents. The results of his research are that PT. Prima Makmur Batam has carried out illegal activities because of the activities carried out in protected forest areas. The form of legal protection is by giving a warning letter and papa ban in the protected forest area of Sei Ulu Lajai. The conclusion is the legal protection of the protected forest area of Sei Ulu Lajai which is used as a plot to build (ksb) by PT. Prima Makmur Batam in Batam City has been implemented by the Unit II Protection Forest Management Unit (KPHL) of Batam City by giving a warning letter and installing a prohibition board in the protected forest area, but it has not been carried out optimally and the performance of the Batam Protected Forest Management Unit has not been done optimally. legal protection of the protected forest area of Sei Ulu Lajai due to several reasons, namely: the lack of personnel in the Batam City KPHL, administrative aspects, and inadequate facilities and infrastructure. The suggestion is that the Batam City Government together with the Batam City Forest Service need to accelerate the layout of the boundary of protected forest areas in Batam City and the Unit II Protection Forest Management Unit (KPHL) of Batam City needs to act more decisively in providing witnesses to perpetrators who damage protected forest areas in the City Batam.
