Abstract
After Republic Democratic Timor Leste become an independence state and has sovereignty, the are a lot of problems with the Republic of Indonesia in the land border cases. By using the qualitative data and deductive method, the researcher want to explore the problems regarding to traditional across border in the land border both countries. The same background,culture,and habitual between the peoples who live in the border,traditionally make them to across the border without imigration documents. For handling the problem,Republic of Indonesia and Republic Democratic Timor Leste need bilateral agreement and the active role of the region government to monitor the movemeat of people through official gate in the border.
