Abstract
Indonesia as a Unitary Sate which is the form of a Republic cannot escape of terrorism. This attacks were intended to divide the uniti of Republic of Indonesia. To overcome this treat, the govermnent estabkished the TNI's Special Operations Command (KOOPSSUS) to assist the special Detachement (Densus) 88 in over coming acts of terrorism. In thr formation of this KOOPSSus, there is concern that it will overlap with Densus 88. The reserach method used in this paper is normative legal research. The data used by author com from primary legal materials using the analys of deductive thingking. The results of this study indicate that there is an overlaping of authority between KOOPSSUS and Detachement 88 isn overcoming terrorism. This is because in the regulation it is not clearly and speciafically regulated how the ralationship between two the forces is tackling acts of trrorism
