Abstract

The presence of Grab as one of the providers of online transportation services provides convenience for the community but it also leads to several problems regarding unclear legal basis and other related issues about security, comfort and safety for drivers or consumers who use Grab services. The Government through the Minister of Transportation makes regulations that can become the legal basis which guarantees the comfort, security and safety of the use of motorbikes for public use by issuing Minister of Transportation Regulation No. 12 of 2019 concerning Protection of Safety of Motorcycle Users Used for Public Interest. This research aims to know the implementation of Permenhub No. 12 of 2019 in protecting the rights of comfort, security and safety and comfort for Grabbike Consumers in Special Region Of Yogyakarta and the obstacles that are faced by the government in implementing Permenhub No. 12 of 2019. The method that is used in writing this article is empirical legal research. Based on the analysis, the author draws the conclusion that Regulation of the Minister of Transportation No. 12 of 2019 concerning Safety Protection of Motorcycle Users for the Interest of the Community is quite effective and the obstacle that is found in this research is the lack of awareness of some drivers to obey the regulation.
