Abstract

The reformation of bureaucracy in Indonesia is one of the government’s efforts to realize good governance by making fundamental changes to the system of governance through organizational aspect, management and apparatus resources. The reformation of bureaucracy aims to create a bureaucracy that is professional, with integrity, high performance, free from KKN (Corruption, Collusion, Nepotism), neutral and able to serve the public and uphold the basic values of the ethics code of the state apparatus.This research method is empirical law, and data sources were taken from the interviews of the BKPP office and the public health Office of East Flores District as primary sources, and results of literature study as a secondary sources. Data were analyzed qualitatively based on researchers’ understanding and processing of data systematic obtained from literature studies and interviews with interviewees. This research is processed with a deductive thought process. Based on data analysis, it can be concluded that the enforcement of discipline of the obligation to achieve work targets for government employees in the region of East Flores District, it can be said well by each OPD. There are also obstacles to achieving one’s own work goals, namely the lack of human resources, the service is not optimal in each field yet, low level of discipline, not optimal career development and mindset of PNS yet, and the lack of use and utilization of information technology properly.
