Abstract
Farmer empowerment in increasing state development is very important for the government to consider. both in the use of the environment and in the use of the latest technology. The purpose of this study is to determine the implementation of Article 7 paragraph (3) of Law no. 19 of 2013 in Kulon Regency and to find out the obstacles and solutions faced. The result is that the implementation of Article 7 paragraph (3) has been implemented but there are still some obstacles such as lack of experts.
