Abstract

The purpose of writing this thesis is to show that the Online Single Submission (OSS) system is decent to be applied and implemented in business licensing service, especially in the Sleman District, by looking from the point of view of the principles of preparation, determination, and application of service standards. This thesis entitled "Synchronization of Sleman Regent Regulation No. 23 of 2013 against Government Regulation No. 24 of 2018 about business licensing service time”. This thesis uses normative research method that relies on literature study data and interviews with resource persons. The result of the study are the principles in the preparation, determination and implementation of service standards are not fulfilled by government regulation No. 24 of 2018. In the absence of regulations regarding Detailed Spatial Planning, the addition is enforced by the Certificate of Eligibility for all business actors include the middle, small, and micro levels and has not been regulated by norms, standards, procedure, and criteria in Sleman regency making the principles of accountability, modest and consistent are not fulfilled or ignored. This of course raising doubts in the community over the presence of Government Regulation No. 24 of 2018 in managing business license during the time of business licensing services.
