Abstract
This research focuses on legal protection for the fulfillment of accessibility rights of persons with disabilities based on the implementation of public services in the Civil Registration and Population Office of Sleman Regency. The purpose of this study is to know the legal protection in the implementation of public services for the fulfillment of accessibility rights of persons with disabilities, as well as to look for legal constraints experienced by the Department of Population and Civil Registration of Sleman Regency in the fulfillment of accessibility rights of people with disabilities. The method used is normative legal research using primary legal material and secondary legal material. Data collection methods are conducted with literature studies and interviews with resource persons. Speakers are related parties in the Civil Registration and Population Office of Sleman Regency and related parties in the Indonesian Disability Inclusion & Advocacy Movement. The method of data analysis is done by providing interpretation, assessment, and opinion on data obtained from research to find the existence of tendencies, conformity, disharmony, or inconsistencies between primary legal material and secondary legal material. The results showed that legal protection for the fulfillment of accessibility rights of Persons with Disabilities in the implementation of public services in the Department of Population and Civil Registration Sleman has not been fully implemented optimally, and found legal constraints.
