Abstract

This thesis examines the effectiveness of the implementation of the zoning system in the admission of new students in state high schools in the city of Yogyakarta. Education is important in the life of the nation and state, because education is so important for a country. A policy was made to give everyone the opportunity to get the same education. Zoning system rules were issued in the admission of new students so that everyone received the same education. The purpose of this study is to prove whether the zoning system has achieved the goals desired by the government as policy makers and has provided opportunities for prospective students to receive good quality education in schools. The research method used is an empirical method. Data obtained through laws and regulations, books, journals, internet and interviews with resource persons at Yogyakarta City Middle Education Center and several representatives of state high schools in Yogyakarta City. The conclusion of this study is that the effectiveness of the implementation of the zoning system in the admission of new students has not been going well because the quality of the state high schools that will accept new student candidates has not been evenly distributed even though it has been implemented in accordance with the regulations and technical guidelines governing the zoning system in admissions new students.
