Abstract

Indonesia is the country with the second longest coastline in the world which hasgreat potential in the salt industry. Unfortunately, this potential has not beenmaximized. This can be seen from the number of salt imports in Indonesia, from2015-2019 higher than the national salt production. In 2018, the IndonesianGovernment published Government Regulation No. 9 of 2018 concerning Procedures for Controlling Imports of Fishery Commodities and AgriculturalCommodities as Raw Materials and Industrial Helpers made to implement theprovisions of Article 5, Article 33, and Article 97 of Law No. 3 of 2014 on Industryand Article 37 of Law Number 7 Year 2016 concerning the Protection andEmpowerment of Fish Farmers , and Salt Farmers. This study aims to find out howthe implications or impacts with the establishment of Government Regulation No.9 of 2018 on the social welfare of salt farmers. The method used in this study is anormative method that uses literature studies. The results of this study show thatunder Government Regulation No. 9 of 2018, salt governance in Indonesiabecomes problematic. This would affect the certainty of salt farmers' businessbecause it has an impact on income that is part of their social welfare.
