Abstract
This legal research entitled "The Implementation of Municipal Land Consolidation for Area of Constructed Terminal Bandar Raya Payung Sekaki in Order to Actualize the Orderliness and Regularity of Ownership and Utilization of the Land Based on the Plans of Regional Planology (RTRW) in Pekanbaru City" with the problem formulation is whether the implementation of municipal land consolidation for Area of Constructed Terminal Bandar Raya Payung Sekaki has been actualized the ownership and utilization of the land which is conducted orderly and regularly based on RTRW in Pekanbaru City? Method of research used is type of empirical legal research, i.e. the research which is conducted directly toward the respondents and source persons by using primary data as the main data which is supported by secondary data related to the understudied object. The data that was gained and collected from the result of research is analyzed qualitatively by inductive thinking method. Based on the result of this research that the implementation of municipal land consolidation has been actualized the orderliness and regularity of ownership and utilization of the land in Area of Constructed Terminal Bandar Raya Payung Sekaki as has been ruled in the Regulation of the Head of RPN Number 4 of 1991 on band Consolidation. This land consolidation has been conducted in juridical way based on the former RTRW, i.e. which is stated in the Regional Regulation Number 4 of 1993. By the enforcement of the Act Number 26 of 2007 on Planology, there will be adaptation and revision toward the new Act on Planology.
