Abstract

The progress in civilization nowadays has promoted the situation of moral crisis, and such situation promotes crimes. And the dominant amongst those were crimes against wealth, where motorcycles fraud is included. The police force, in our society life’s structure, has the function of protection and law enforcement. And with the validity of Act No. 2 of the year 2002, the police force is demanded to give, not only better service, but also to uphold the law and order in our society. The objective of this research is to understand how the police force implementations in confronting and what are the obstacles confronted in, motorcycle frauds, especially in Yogyakarta. The research applies the methods of normative research, which is done by doing abstraction through deductive process from positive laws as a systematic that describes and analyzes the content and the structure of the positive laws. This countermeasure on motorcycle frauds in the area of Yogyakarta is meant as efforts to prevent, reduce, and to improve settlements rate on the related cases. The police force revealed that the disclosures of these motorcycle frauds are partly dependant to the victims, because any information regarding this subject will be of great aid for the police force in order to enforce the law. As preventive steps in the struggle against motorcycle frauds, the police force has provided legal counseling through radios and newspapers. The some of the obstacles presented in the pursuit of the suspects are in cases where motorcycles taken outside the area of Yogyakarta that requires high operational costs. Also, the police have problems in cases where the victims could not identify the suspects as personal acquaintance. Through this research, it is suggested that the police force should do traffic raids and to communicate with members of society, more regularly and intensively as preventive steps.
