Abstract
The purpose of this research is to determine the effectiveness of local regulation from the Special Region of Yogyakarta Number 5 of 2012, What is the role of the Special Region of Yogyakarta Government related to the Groundwater Treatment Permit, How is the Government's actions regarding hotels that do not have a groundwater processing permit. This type of research is empirical legal research, in this empirical legal research there are primary data and secondary data. Secondary data consists of primary and legal materials secondary. In this empirical legal research, data are collected from literature studies by studying the laws, books, internet, journals, research results of others, and interviewing competent speakers related to the title of this research. Conclusions are made through a process of deductive thinking that departs from general propositions whose truth is known and ends in a specification, conclusions as new knowledge. Ground water treatment for hotel businesses in the city of Yogyakarta there are still many hotels that do not have a permit / do not take care of permits for processing or use of ground water and there are still many hoteliers in Yogyakarta who do not obey the rules set by the Government namely Yogyakarta Special Region Regulation Number 5 of 2012 concerning Permit for Groundwater Treatment. Therefore the Regional Regulation has not been implemented according to or not yet fully effective in accordance with what has been set or regulated in the Regional Regulation, the role of the government itself, namely from the Department of Public Works, Housing and Mineral Resources of DIY and Public Order Enforce DIY related ground water treatment permit for hotel business has not been carried out to the maximum in accordance with what has been stipulated in Yogyakarta Special Region Regulation Number 5 of 2012. This is commonly seen from the large number of hotels that do not have permits / do not take care of permits for processing or use of ground water, and lack of regular monitoring by the Department of Public Works, Housing and Mineral Resources of DIY as well as the DIY Civil Service Police Unit, Actions taken from the government for hotels that do not have a ground water permit are not carried out or run to completion, because at the time of the enforcement process for hotels that do not have a ground water permit has not been completed or has not been completed by the Public Order Enforce. At the same time the license was revoked in advance by the Department of Public Works, Housing and Energy and Mineral Resources. Because of this, the Public Order Enforce could not carry out their duties completely and well and because of this there were still many hotels that did not have a ground water permit.
