Abstract

Police as one of law enforcement agencies, when viewed and measured from the ministry is not considered optimal by most people. For an internal institutional changes, with the disciplinary regulations of the Republic of Indonesia National Police members are expected there is no violation of law and abuse the increasing number of offenders. For example the case of breach of discipline in 2008, up from the previous year. The purpose of this study was to determine whether the police code of conduct to prevent abuse of authority within police institutions and obstacles in implementing the ethical code of the Republic of Indonesia National Police to prevent members of the Police of the Republic of Indonesia in violation. The method used by the authors in the collection of data through a literature study and interviews. Literature study is a method of collecting data with search, find, and learn the material in the form of legislation, books related to the problem under study. The interview is a method of data collection by asking questions related to the problem at hand to obtain a picture of the subject matter. Codes of ethics can prevent the abuse of police authority members of the Republic of Indonesia or breach of ethics and discipline of the police because the load of sanctions ranging from a mild sanctions (verbal warning) to severe (dismissal). The existence of sanctions against them in the form of dismissal in the professional code of ethics of the Republic of Indonesia Police, then every police will think twice if it would be breaking the code of conduct or abuse of authority, because heavy penalties can be deadly in his career and can impact on the economic life of his family. Against the police who have mild sanctions, policewho violate the code of ethics can still opportunity for introspection and a career.
