Abstract
Kahayan River is one of the longest rivers on the island of Borneo. It has an area of 81,648 km2, a length of 600 km, a width of 500 meters and a depth of up to 7 meters. The river that divides Palangka Raya City is also commonly referred to as the Biaju Besar river or the Great Dayak river. The author is interested in raising the writing of laws regarding community participation in preserving the environmental functions of the Kahayan River in the city of Palangka Raya. The purpose of this study was to determine how community participation in preserving the environmental functions of the Kahayan river in the city of Palangka Raya. This legal research is taken with empirical legal research which is also related to article 70 paragraph 1 of the no.32/2009 about environmental management and protection, it is stated that the community has equal and broad rights and opportunities to play an active role in protection and management environment
